This can't be deleted because it's in the Recycle Bin (Trash) and already deleted essentially. The Operating System won't let the product remove the file. The good news is, the file is harmless. The best way to get rid of this is to empty the trash.
As a side note, the operating system prevents the quarantine/deletion of files in the following places: (in other words, this isn't a product limitation on Trend Micro's part, it's a limitation imposed by Microsoft)
Recycle Bin
Internet Explorer Temp directories
System Restore directories
In most cases, we encrypt these when possible so they are rendered harmless, but they may still show up as detections during system scans.
